Discrimination against Blacks, Douglass argued, existed both legally and in the public mind, because their skin color was linked with “the degradation of slavery and servitude” (quoted by Goldfield 1997:92). He also pointed to the similarities between the Negroes and the Irish who had begun to enter the United States in large numbers in the 1830s.

He also did not believe that the contemporary American Indians of the Ohio and Mississippi river valleys had degenerated from an earlier stage of social development in which they farmed, as many antiquarians concerned with the ancient moundbuilders of the region had suggested. In his view, the mental abilities and moral feelings of the Indians were products of their environment rather than of physical characteristics such as skin color. Gallatin’s (1836/1973) “Synopsis of the Indian Tribes within the United States” was the first systematic comparison of North American Indian languages.

Eight years earlier in 1869, civil rights advocate Cora Daniels Tappan had described the thrust of the government’s policies more tersely and perceptively in the Boston Gazette.
